Program Overview

The Marine Corps League Department of Pennsylvania Veterans Voluntary Service (VVS) Program recognizes the countless hours our members dedicate to serving veterans, their families, and our communities.

Volunteer service is one of the cornerstones of the Marine Corps League. Whether your Detachment serves veterans at a VA Medical Center, supports a Pennsylvania Veterans Home, conducts a Toys for Tots event, performs community service, attends meetings, plans activities, or simply works behind the scenes to keep your Detachment operating, your volunteer service matters.

Our Mission Is Simple

Encourage every Department of Pennsylvania Detachment to participate, report their volunteer service, and receive the recognition they have earned.

Every hour reported demonstrates the dedication of our members and the positive impact the Marine Corps League has across the Commonwealth.

Why Participate?

Every participating Detachment benefits by:

  • Receiving a quarterly stipend (subject to the approved Department budget)
  • Competing for Department Veterans Voluntary Service Awards
  • Receiving recognition for outstanding volunteer service
  • Documenting volunteer hours performed throughout the year
  • Demonstrating the Marine Corps League's commitment to veterans and the community
  • Helping showcase the tremendous impact our members make throughout Pennsylvania

No Detachment is too small to participate. Every hour counts.

What Counts as Volunteer Service?

The Department encourages Detachments to report all unpaid volunteer time performed in support of veterans, the Marine Corps League, or the community. Volunteer service includes, but is not limited to:

Veteran Services

  • VA Medical Centers
  • VA Community-Based Outpatient Clinics
  • Pennsylvania Veterans Homes
  • Nursing homes
  • Hospital visits
  • Veteran transportation
  • Veteran outreach
  • Funeral honors support

Marine Corps League Activities

  • Regular Detachment meetings
  • Officer meetings
  • Committee meetings
  • District meetings
  • Department meetings
  • Convention planning
  • Membership drives
  • Recruiting events
  • Installation ceremonies
  • Administrative work

Community Service

  • Toys for Tots
  • Honor Guard
  • Color Guard
  • Memorial Day ceremonies
  • Veterans Day ceremonies
  • Flag retirement ceremonies
  • Food drives
  • Community clean-up projects
  • Charity fundraisers
  • School presentations
  • Public outreach events

Administrative Volunteer Time

Many volunteer hours occur behind the scenes and should not be overlooked. Examples include:

  • Preparing meeting agendas
  • Completing reports
  • Paymaster duties
  • Adjutant duties
  • Newsletter preparation
  • Website maintenance
  • Social media management
  • Event planning
  • Phone calls and emails
  • Committee work

Do Meetings Count? Yes.

The Department recognizes that volunteer organizations cannot function without planning and administration. Time spent attending or conducting official Marine Corps League meetings—including Detachment, Officer, Committee, District, and Department meetings—is considered volunteer service and may be reported.

If you volunteered your time to support the Marine Corps League, veterans, or your community, it should probably be reported.

Don't forget to include your mileage in your reporting.

How the Program Works

Participating is simple.

Step 1

Complete the Online VVS Report

Detachments may complete the electronic VVS Report directly from this website. The report can be saved throughout the quarter and updated whenever volunteer activities occur.

Step 2

Record Activities

Don't wait until the end of the quarter. Update your report as volunteer activities happen. This makes reporting easier and ensures nothing is forgotten.

Step 3

Submit Your Quarterly Report

When the quarter ends, review your report and submit it electronically. Email submission is preferred. Printed reports may also be mailed if necessary.

Open the Online VVS Report

Login required. Detachment officers can find the report under the Protected Library menu.

Quarterly Reporting Schedule

Reporting Period Due Date
July – August – September October 1
October – November – December January 1
January – February – March April 1
April – May – June June 1

Why is the Fourth Quarter Due June 1?

Reports are due June 1 because the Veterans Voluntary Service Committee must prepare for the Department Convention. Receiving reports by June 1 provides time to:

  • Verify volunteer hours
  • Calculate annual participation
  • Process quarterly stipends
  • Determine award recipients
  • Prepare certificates and awards
  • Finalize Convention reports

Because much of June is dedicated to Convention activities, it is generally a shortened reporting period.

Quarterly Stipend

To encourage participation, the Department provides a quarterly stipend to participating Detachments. 1st & 2nd quarterly stipends are disbursed in January. 3rd & 4th quarterly stipends are disbursed in June.

Detachments submitting complete and timely reports are eligible to receive the stipend in accordance with the approved Department budget.

Our goal is to recognize and support the outstanding volunteer work performed by our Detachments throughout the year.

Annual VVS Awards

Volunteer service deserves recognition. Each year the Department recognizes Detachments demonstrating outstanding Veterans Voluntary Service. Awards are based upon both:

  • Quantity of volunteer service
  • Quality of volunteer service

Awards are presented during the Department Convention. Certificates may also be presented to qualifying Detachments that consistently submit their quarterly reports.

Mary J. Cody Voluntary Service Award

The Mary J. Cody Voluntary Service Award recognizes an individual whose dedication to volunteer service exemplifies the values of the Marine Corps League.

Named in memory of Mary J. Cody, this award honors exceptional service to veterans, fellow Marines, and the community.

Nominations Should Include

  • Description of volunteer service
  • Impact of that service
  • Why the individual deserves Department recognition

Supporting documentation is encouraged.
